Yes, I used to use cream concealer all the time as a primer for eye shadows. I never used to have a problem using concealers as a base. The creamier the concealer the better because it allows the powder shadow to adhere better to the eyelid.

You would be better using a eyeshadow primer, available from most beauty parlours, avon and make up stands.








They give a better base than foundation or concealer, and make your eyeshadow last a lot longer, but I don't think it will do you any harm apart from slight drying of the skin if you use concealer.

I use a stick concealer over my eyes before applying eyeshadow %26amp; it helps it stay on much longer and doesn't crease as much :)
Sure - but a skin primer works better, or a liquid to powder foundation.
You could... but foundation is better. Because concealer dries out your skin.
