It looks like powder... cream shadows tend to ';cake up'; due to the oil of the lid and the crease unless you use an all water-based product. I personally find in easier to apply eye shadows as well help them stay on better by dusting a base powder over my entire face after foundation or whatever you use. Doing so just sets it and prepares your face for blush or shadows or whatever you are using. Swooping a light shadow on the corners will also create an ';eye-popping'; affect. Hope this helps!

a lot of the celebs use this brand because it is works great and is long lasting and comes in a ton of shades so you can change it up

Most makeup artist use powder for blending purposes to get a good look. Go with powder you can control intensity better with it.
