Try heating it up a bit. Most of these creams have a bit of wax in them. I wouldn't recommend adding any moisturizer or petroleum jelly to it if it is a long wearing cream because if you do, the product will smear. If that doesn't work, take it to the cosmetics store that you deal with and maybe they can find a close comparison you can live with. You could also try finding what you need on Ebay, but beware, alot of that makeup on there is used, so ask before you bid! Stir it a bit
Take a clean makeup brush and wet it. Dab a little on the dry part and semi-stir.

Well You cant really do much....... you could bring it to a place that sells it and ask for a new one!!!!
Throw it out and try to find another cream eyeshadow in a color that is similar. Nothing you try will work. Sorry.
though one.... With lipstick you can boil it somehow to mix shades and that will soften it up.. Don't know if that works with cream eyeshadows though.. Is it all the eyeshadow?? Or just the upper layer? If so, you could peel of the top.
By a new one the same color. If they don't have that color then mix!
